Life in Cardboard City can be tough. With the Flat Pack, led by Frank "the Chairman of the Board" Cartone, terrorizing the neighbourhood, the resources of the City Police are being stretched like never before. Police Chief Patrick O'Hara is waging a losing battle against crime but he refuses to give in. Corrupt Mayor Packer is in the pocket of the mob and business after business is folding as the local economy comes under strain. The whole town is in a flap but should honest citizens just give up and pack it all in?
Then, suddenly, the appearance of a masked female vigilante raises people's hopes: deliverance is at hand. Who is the Corrugator, a mysterious crime-fighter who may or may not be reclusive billionaire Emma Zone, living behind the double wall of Zone Towers on the edge of Cardboard City?

La vita a Cardboard City può essere dura. Con i Flat Pack, guidati da Frank "il Presidente del Consiglio" Cartone, che terrorizzano il quartiere, le risorse della polizia cittadina si stanno esaurendo come mai prima d'ora. Il capo della polizia Patrick O'Hara sta combattendo una battaglia persa contro il crimine, ma si rifiuta di arrendersi. Il sindaco corrotto Packer è al soldo della mafia e un'attività dopo l'altra sta fallendo mentre l'economia locale è in crisi. L'intera città è in fibrillazione, ma i cittadini onesti dovrebbero arrendersi e lasciare tutto?
Poi, all'improvviso, l'apparizione di una vigilante donna mascherata riaccende le speranze dei cittadini: la liberazione è vicina. Chi è la Corrugatrice, una misteriosa combattente del crimine che potrebbe essere o meno la miliardaria solitaria Emma Zone, che vive dietro il doppio muro delle Zone Towers ai margini di Cardboard City?
